I'd really try to avoid this (repliacting an iNotes 6 mail file onto a 4.6.7 server, and using different designs in each place).
The supported approach for a mixed-release environment would be to use the 4.6.7 template in both locations (but of course you'll only get basic web access, not iNotes).
If you are determined to give it a try, then you could use Editor-level access for your servers to prevent design elements replicating. Or you could use the Replication Settings as you have already tried.
With the ACL approach you get a check box to allow an Editor to create/delete shared folders/views (and a similar one for personal folders/views).
There are two problems with this. You can't allow folders but not views (which probably means the 4.6.7 database will not work with iNotes 6 views). And I seem to remember that the ability for editors to create/delete shared folders was added at some point between 4.6.x and 6. So it may be that your 4.6.7 server will not understand that it can create/modify/delete folders and views.
